Julian Smith 4 1/2 yo from Chevy Chase Maryland peers over the hand of his grandfather Louis A. Ivey MD who was being recognized as the first African Naval Officer aboard the the USS New Jersey by having an annual award establishing in his name. Ivey was presented with a US flag that was flown over the mast of the ship.
